Revisions and approval

Approval freezes the content, records a digest of exactly what was approved, and produces the PDF. Whoever prepared a revision is never the one who approves it.

Draft → In review → Approved → Effective → Superseded

When the draft is ready, select Submit for approval on the document’s page. The revision moves to In review and is locked: what is being approved must not change under the person reading it.

A revision with nothing in it cannot be approved.

The reviewer opens the revision and sees:

  • What changed — measured against the last approved revision;
  • Sections — every section, with Changed and Generated marked. Comment on any one (What needs to change here?) and the comment is anchored to it;
  • About the whole revision — for anything not about one section, under Say something.

If it needs work, open Send it back, say why, and select Return to draft. It is unlocked for the author, who will read your reason.

Select Approve. In Approve this revision:

  1. Check The content being approved.

  2. Your role — printed beside your name on the approval page, such as Accountable Manager or Quality Manager.

  3. Effective from — today or earlier puts it in force now. A later date holds it approved until then, and Wingcert puts it in force that morning.

  4. For a manual the authority approves, record the Authority reference (for example SHGM/2026-0148) and Authority dated.

  5. Tick I confirm the statement above and select Approve.

Approval freezes the content: an amendment means opening the next revision. The PDF is produced — cover, identification, approval page, record of revisions, highlights of change, list of effective pages and contents, with change bars in the margin — all derived from the document itself.

When the new revision takes effect, the previous one becomes Superseded and stays readable.

Some changes cannot wait for the authority. Open a temporary revision puts a change in force early, as the regulations allow for changes that directly affect safety:

  • you must say Why this cannot wait for approval, and commit to it — the approval is refused without it;
  • the approval page says it is pending approval by the competent authority, and the date it is owed back by;
  • it must be brought back as a full revision within twelve months. Wingcert warns from ninety days out, and keeps warning once it is late.

A temporary revision is never regularised by another temporary revision — only a full one consolidates it.

Withdraw takes a revision out of use with no successor. It is rare, and always explained.

If the PDF needs producing again — say after a template fix — Produce it again makes a new copy and keeps the previous one. The content is untouched; only the rendering is new.
